Wouldn’t the installation of a central communication system for border forces utilizing the latest satellite technology be a better use of U.S. funds?

• Ground Radars linked to a central communication and control system have proven to be the most effective anti-terrorism measure. Why aren’t such radars being made available to Pakistan as part of an integrated solution?

• The Pakistani coastline has become a haven for escaping terrorists. Why isn’t a coast guard initiative being pursued in Pakistan when a similar program has worked effectively in India for countering terrorists on India’s coastline?

• Shouldn’t the U.S. State Department be advocating for more cross-border sharing of data on terrorist activities between the governments of South Asia including both India and Pakistan?

• Shouldn’t future funding be tied to specific programs and projects whose effectiveness can be measured in terms of effective control of border areas that continue to cause problems for the U.S. and allied troops?
